Chers amis,

Il y a quelques semaines seulement, le 19 et le 20 juin, neuf délégués régionaux, deux représentants de la jeunesse, les membres du conseil national et quelques membres du personnel de Développement et Paix de divers services et de toutes les régions du pays se sont réunis pour l’Assemblée d’orientation alternative. Cet événement très attendu et qui a fait beaucoup parler de lui ne nous a pas déçus, car nous avons profité de ce moment privilégié pour réfléchir et discuter de notre mouvement et du prochain plan stratégique de notre organisation pour 2011-2016.

Au cours des mois qui ont précédé la rencontre, nous avons présenté de nouvelles idées et de nouveaux moyens de communication entre nous par l’entremise du blogue de l’AOA, créé à temps pour les Assemblées régionales. C’était la première étape du périple vers notre assemblée « alternative ». Vous vous souviendrez qu’à chacune des assemblées régionales, nous avons discuté de l’incidence du climat politique actuel dans ce pays, du contexte de l’Église catholique au Canada et dans le monde, ainsi que de certains sujets de préoccupation déterminés en consultation avec nos partenaires du Sud. Chaque région a désigné son propre délégué et rédigé un rapport enrichi des commentaires, des suggestions et de la participation des membres de la base. Plus de 500 membres ont participé à cette discussion et consultation pancanadienne sur les orientations futures de Développement et Paix.

Ces rapports et leur synthèse sont à l’origine de l’ordre du jour de l’Assemblée d’orientation alternative. Notre expérience intensive de deux jours a commencé par l’écoute de vos voix transmises par les courts vidéoflips (messages vidéo/voix) que vous avez pris la peine d’enregistrer dans chacune des assemblées régionales qui ont eu lieu en avril et en mai. Encore une fois, c’était un moyen nouveau et innovant d’établir des liens entre les gens, et nous pouvons être fiers du résultat. Vos messages à l’AOA ont formé les remarques d’ouverture de l’Assemblée et donné le ton à l’événement tout entier. Les mots ne me permettent pas de rendre justice à la justesse avec laquelle vous avez cerné l’objectif central de l’assemblée. Vous nous avez rappelé qui nous sommes comme organisme, quelle est notre raison d’être, notre message et où nous devrions concentrer nos énergies.

Tout au long de la première journée, nous avons établi des liens avec bon nombre d’entre vous par d’autres moyens également. Le blogue de l’AOA est devenu le portail sur le monde extérieur de notre modeste assemblée. Nous avons partagé images et questions avec vous en temps réel, et reçu et lu vos commentaires et suggestions lors des discussions en plénière. Plus tard dans la journée, nous avons joint 20 autres délégués diocésains grâce à nos 8 ateliers par téléconférence pour passer des orientations stratégiques aux actions stratégiques. Tout le monde a évoqué le sentiment de proximité éprouvé pendant les discussions, bien que certains d’entre vous aient été physiquement assez éloignés de Montréal.

Le samedi soir, pendant que nous nous réunissions pour notre liturgie et le volet social de notre assemblée, un comité de synthèse a travaillé jusque tard dans la nuit à compiler les réflexions et les impressions de la journée et a rédigé un rapport préliminaire qui a été présenté au groupe rassemblé le dimanche matin. Nous avons eu de nouveau l’occasion de réagir et d’inclure les commentaires des participants virtuels qui se trouvaient à l’extérieur de la salle. Bien que le rapport définitif ne soit pas tout à fait prêt et vous parviendra seulement au mois d’août, nous pouvons déjà en partager avec vous les conclusions et les points stratégiques préliminaires que ce processus a permis de dégager, et qui ont reçu l’entière approbation de tous les participants.

Vision, mission et valeurs
Le temps est venu pour Développement et Paix de se redresser et d’affirmer fièrement notre identité. Réaffirmons nos valeurs enracinées dans l’enseignement social de l’Église et l’Évangile. Notre mission et notre vision de la justice sociale n’ont pas toujours été bien comprises; et ces derniers temps, force est de constater que nous nous sommes mis sur la défensive.
Nous estimons que dorénavant, nous devrions adopter une position proactive et ne jamais tenir pour acquis que les gens savent qui nous sommes ou ce que nous faisons.

Vision : En 2011-2016, nous nous voyons réaffirmer notre option préférentielle en faveur des pauvres, tout en intégrant une option préférentielle en faveur de la Terre par une meilleure compréhension des enjeux d’écojustice.

« Notre message est si fort et si vrai que nous ne pouvons pas échouer. » « Développement et Paix émergera comme une force avec laquelle il faut compter. » (des membres rassemblés à l’AOA).

Quelles sont nos priorités stratégiques pour 2011-2016?
• Rehausser la visibilité, l’image et la présence de Développement et Paix sur la scène publique. Le tout passe par une utilisation intensifiée et plus diversifiée des médias, qu’il s’agisse des médias traditionnels ou des nouvelles technologies.
• Réaffirmer notre double mandat (partenariat et éducation) et renforcer notre position dans le plaidoyer et l’engagement public.
• Renforcer et mobiliser nos membres, qui constituent notre capital le plus précieux.
• Établir de plus solides alliances stratégiques et collaborer plus étroitement au sein de l’Église, avec le clergé, les évêques et les paroissiens et tous ceux et celles qui partagent nos valeurs.

Sans l’évoquer directement comme une priorité stratégique, tous ont convenu que nous devons concentrer nos efforts sur le renforcement et la diversification de nos sources de financement et notre stabilité financière. La fiabilité de nos deux modes de financement traditionnels et historiques (l’ACDI et le Carême de partage) doit être accrue par une stratégie qui intégrera de nouvelles méthodes de travail et rehaussera notre autonomie.

Un rapport plus complet et plus définitif expliquera les actions stratégiques qui ont été suggérées pour mener à bien notre mission dans les cinq prochaines années. Dès l’automne, le conseil national et la direction de Développement et Paix collaboreront afin d’incorporer tous ces commentaires en un plan stratégique intégré pour 2011-2016.

En conclusion, l’AOA et ses préparatifs sont riches en enseignements. Les évaluations font état d’une satisfaction globale, mais aussi de préoccupations concernant la suite des choses. La responsabilité clé du conseil national et de la direction consiste à s’assurer que le dynamisme et le consensus atteint ensemble se traduisent en actions concrètes que nous pouvons réaliser tous ensemble.

Dear friends,

Just a few weeks ago, on June 19th and 20th, nine regional delegates, two youth representatives, members of National Council and some of Development and Peace’s staff from across departments and around the country, came together for the Alternative Orientation Assembly. This much anticipated and much talked about event did not disappoint us, as we shared this privileged moment to reflect on and discuss our movement and organization’s next strategic plan for 2011-2016.

In the months leading up to the meeting, we introduced new ideas and ways of communicating with each other through the AOA blog, set up in time for the Regional Assemblies. Thus began our trek towards our “alternative” assembly. You will recall that at each of the Regional Meetings, we discussed the impact of the current political climate in Canada, the context of the Catholic Church in Canada and in the world, as well as some of the issues of concern that have emerged in consultation with our Southern partners. Each Region named a delegate and drafted a report rich with comments, suggestions and input from membership at the grassroots. Over 500 members participated in this Canada-wide discussion and consultation on the future orientations of Development and Peace.

These reports and their synthesis became the basis for the Agenda of the Alternative Orientation Assembly. We began our intensive two-day experience by hearing your voices, through the short flips (video/voice messages) which you carefully recorded in each of the Regional Meetings in April and May. This again was a way to connect people in a new and innovative way and we can be proud of the result. Your messages to the AOA were our opening comments and set the tone for the rest of the meeting. I cannot express enough how profoundly your words spoke directly to the core purpose of the gathering. You reminded us of who we are as Development and Peace, why we exist, what our message is and where our energy should be focused.

Throughout the first day, we connected with many of you through other means as well. The AOA blog became the portal of our small gathering to the outside world. We shared pictures and questions with you in real time, and received and read your comments and suggestions back through the plenary discussions. Later in the day, we joined another 20 diocesan delegates through our 8 teleconference workshops to move from strategic orientations to strategic actions. Everybody spoke of the closeness they felt during the discussions even though some of you were physically quite far away from Montreal.

On the Saturday evening, as we gathered for our liturgy and social gathering, a synthesis committee worked late into the night assembling some of the thoughts and impressions of the day and drafted a preliminary report which was presented to the assembled group on Sunday morning. We had once again the opportunity to feed back and include comments from participants outside the room. Though the final report is not ready just yet and will only be sent to you in August, we can already share with you the first conclusions and initial strategic points that emerged from this process and, which received full endorsement from all who were participated.

Vision, mission and values:
The time has come for Development and Peace to stand tall and speak proudly of who we are. Let us reaffirm our values, rooted in Catholic Social Teaching and the Gospel. Our mission and vision of social justice has sometimes not been well understood; and in recent times, we have admittedly taken a defensive stance.

We feel that going forward, we should now take on a proactive stance and never take for granted that people know who we are or what we are about.

Vision: In 2011-2016, we see ourselves reaffirming our preferential option for the poor, while incorporating a preferential option for the earth through a better understanding of eco-justice issues.

“Our message is so strong and true that we cannot fail”. “Development and Peace will emerge as force to be reckoned with” (from the members assembled at the AOA).

What are our strategic priorities for 2011-2016?
• Increasing visibility, public image and presence of Development and Peace. This means increased and more diversified use of media, both traditional and new technologies.
• Reaffirming our dual mandate (partnership and education) and strengthening our position in advocacy and public engagement.
• Strengthening and mobilizing our membership as this is our most precious asset.
• Building stronger strategic alliances and working more closely within the Church, with Clergy, the Bishops and Parishioners and all others who share our values.

Though not cited directly as a strategic priority, all agreed that we have to put energy and focus on strengthening and diversifying our financial sources and stability. Our reliance on our two traditional and historic forms of funding (CIDA and Share Lent) must be augmented by a strategy which will incorporate new ways of working and ensure more independence to our work.

A more complete and final report will tell of the strategic actions which were suggested in order to accomplish our mission in the next five years. As of the Fall, both National Council and Management of Development and Peace will work together to incorporate all of this input into an integrated strategic plan for 2011-2016.

In conclusion, there is much to be learned from the AOA and the lead-up to the event. The evaluations speak of an overall satisfaction but also of concerns on how this will all unfold. This is the key responsibility of National Council and Management: to ensure that the energy and consensus reached together translates into concrete action which we can all take on together.

Allow me to share a few final statements as we left the Assembly and headed home with this message.

“Let us be the voice for those who have none”
“We don’t have partners; we are partners facing common issues together”
“We have a shared responsibility to ensure that Development and Peace’s mandate is a living and breathing one”.

A special thanks to everyone who took part directly or indirectly in the event, those who helped us prepare, through the Diocesan Councils and Regional Meetings and all of you who ensure, on a daily basis, that our voice and message is heard.

Closing Remarks: Time for action!

The orientation assembly is now wrapping up, but please continue to send us your messages and comments as these will definitely taken into consideration for the final report.

Everyone in the room agrees that over these last two days large orientations and priorities have been set for D&P, however, now comes the next challenge, which is to set the specific actions that will allow D&P to meet these objectives and attain its potential. It will require collective action from all of us across the country.

And lastly, we must never forget the strength and courage of our partners in the Global South. As it was put so eloquently this weekend, "We don't have partners, we are partners."

Josianne Gauthier, responsable de cette assemblée, remercie tout particulièrement les membres qui ont participé aux conférences téléphoniques et déposé, dans les dernières heures, une soixantaine de commentaires dans le blogue de l'AO.

Pat Hogan tient à redire que Développement et Paix est bien vivant et qu'il a clairement réaffirmé, cette fin de semaine, son engagement envers l'enseignement social de l'Église et envers le mandat qu'il poursuit depuis plus de quarante ans.

Partner message: D&P must continue to support human rights work

Last night, our assembled members had the opportunity to hear another testimonial from one of our partners from the Palestinian Territories. Raffoul Rofa is executive director of the Saint-Yves Society of the Latin Patriarchate, a human rights organization and legal resource centre in Jerusalem.

He spoke at length about the difficult challenges faced by families, women, youths and individuals living in the Palestinian Territories, whose rights are often ignored.

He left off with a special message for D&P and its members. Here is an extract:

" Through its involvement in Human Rights work and through its partnership with different human rights Organizations including the Society of Saint Yves, Development and Peace is empowering the poor and the oppressed of the world to attain at least some of their rights.

In the context in which the Society of Saint Yves works, the partnership with Development and Peace is enabling the Society to hire people, lawyers and paralegals in this case to provide essential legal assistance and aid to many people both Christian, Muslim, immigrants and even Jews on a couple of occasions who otherwise would not have been able to get such assistance and aid should they were left to their own devices.

Development and Peace's partnership with the Society of Saint Yves allows the Society to provide vital services to the poor, the oppressed and the marginalized of the Holy land through resorting to peaceful means of resolving these problems thus leading by example and proving to people that it is possible to resolve problems peacefully without the need to resort to violence which nearly always results in adverse results even if the person who reverted to violence was the victim or the oppressed side. "

Hier, nos discussions tenues à l’assemblée d’orientation ont été très intéressantes. En parcourant le blogue, vous aurez la chance de découvrir sur quoi celles-ci portaient. Je vous invite à poser vos commentaires.

Lors de nos discussions en atelier, trois priorités ont été énoncées pour notre plan stratégique 2011-2016.

1)Améliorer notre image publique
2)Recruter de nouveaux membres
3)Stabilisation des finances

La question que je me pose principalement est comment atteindre ces objectifs, en tant qu’organisation catholique. Ceux-ci sont reliés les uns aux autres. Allons-nous centrer nos énergies pour nous faire connaître au sein même de l’Église, auprès du clergé et des catholiques pratiquants? Je crois que cette possibilité est importante. En effet, il est étonnant de voir que nous sommes parfois peu connus auprès d’eux. Mais je crois que cette alternative comporte certaines limites. En effet, ces personnes représentent à peine 8% de la population et sont de plus en plus âgées. Elles sont déjà sollicitées par différentes causes et peinent parfois à financer leur propre paroisse.

Est-ce possible de rejoindre le grand public en général, les catholiques non pratiquants et toutes personnes de bonne volonté pouvant être d’accord avec notre mission? Est-ce possible de rester fidèle à l’Église tout en allant au dehors de l’Église? Je crois que oui.

Il est évident de voir qu’il y a un écart grandissant entre les jeunes et le milieu ecclésial dont Développement et Paix est principalement présent. Les jeunes sont éloignés des structures traditionnelles de l’Église. Ce milieu leurs devient de plus en plus étranger et, à tort ou à raison, ils peuvent entretenir une certaine image négative de celui-ci. La déconfessionnalisation des écoles publiques au Québec et de d’autres provinces accentue cet écart. De plus, avec l’immigration, des personnes d’autres croyances religieuses sont également davantage présentes au pays. Malgré toutes ces différences, beaucoup d’entres eux seraient intéressés à s’impliquer dans notre organisme si seulement nous pourrions les rejoindre. C’est un peu déjà ce qui se passe actuellement auprès de nos groupes de jeunes. Les membres dans cette catégorie que nous réussissons à rejoindre sont de plus en plus diversifiés et sont de toutes croyances religieuses. L’enjeux selon moi, est d’adapter notre discours pour que, tout en conservant notre appartenance à l’Église catholique, celui-ci soit adapté à une société sécularisée et pluraliste.

Peut-être que cela peut être perçu, pour certains, comme une menace, comme une volonté de nous détacher de l’Église catholique. Je crois plutôt que ce nouveau contexte pourrait être une occasion extraordinaire pour créer des ponts avec des personnes qui sont éloignées de l’Église. Cela serait une occasion pour travailler sur nos valeurs communes, mettre de l’avant l’œcuménisme et le discours interreligieux. Cela serait même une occasion de briser certains préjugés que des personnes peuvent entretenir envers l’Église catholique. Entre repliement et ouverture, voilà un défi que Développement et Paix devra faire face dans l’avenir. Je suis convaincu qu’il est possible de rester fidèle à l’Église, tout en allant au dehors de l’Église. C’est même la survie de l’organisme qui en dépend...

I never did my blog introduction (sorry!) but I thought I would post while here at this fabulous assembly!

I'm Kaitlyn - the youth rep for Anglophone Canada, from Ottawa. I'm so thrilled to be a part of this dynamic and motivating discussion of where we've been, where we're at, and where we're going.

I'm very inspired by the forward-thinking discussion being had by all here. We just took part in a workshop where each group divided up and discussed priorities and strategies for implementation. Our group was discussing how we should adjust our strategies to address our changing role in the Catholic Community as well as the current Canadian political context.

I was a little bit worried about how concrete and solution-based our discussions would be, but it turns out that I had nothing to fear! I feel really confident about the strategies that have emerged from this section. What excited me most is the discussion around building alliances with other groups within th Catholic community, other international social justice organizations, and strengthening links with the Catholic education systems. We have so much to gain by working together - the opportunity to raise our own public profile, the enhanced capacity to lobby the government in favour of stronger support for international development, a chance to learn from the experiences and stories of other groups and their members, a larger network of contacts that can be mobilized for our educational campaigns - the list is endless! Pretty stellar, eh? :)

Thank you for your presence, virtual or physical, and I can't wait to see what comes out of the rest of this weekend!

The assembled members just participated in groups discussions that included delegates in provinces across Canada who participated by telephone conference.

The room is buzzing with lots of discussion, as delegates consider ways and means to guide D&P over the next five years. From this morning, there emerged some of the more encouraging aspects emerging from this process and some of the challenges that will need to be overcome.

Three common themes emerged:

There is a common vision emerging of what environmental justice should be, that it must be tied to social justice and not veer D&P away from its mission.
There is a genuine enthusiasm and appreciation for the emerging presence of youth within the organization and recognition that activities should engage youth and encourage them to participate.
Recognition that D&P should reach out to others outside of the Church who share D&P's values.

Challenges:

The challenge of integrating our Partners
Some communities feel isolated
The work that needs to be done in the North
The rapid advance of climate change and its impact on increasing poverty
The policies that negatively affect the Global South don’t seem to be changing
That D&P does not have a broader reach; there is not enough awareness of what we do – even after 43 years of existence

D&P's message is not clear and can make it difficult to transmit; our history is not known
We don’t put enough accent on our achievements
Lack of resources, such as materials and animators, to respond to all the needs

Three themes emerged:

D&P’s message is very nuanced and can be difficult to express, which has impeded the organization from taking its place among public opinion.
Canadian policies are detrimental to local production in the Global South.
It is difficult to recruit new members; new strategies and approaches need to be adopted.

Message from our Senegalese Partner RADI - The North: Problems and Solutions

Mr. Sall is the Executive Director of the Reseau Africain pour le Développement Intégré in Senegal and we are very grateful to have him with us today. He shared with the group a very powerful message about the development progress and food insecurity in his country.

To summarize, he highlighted that the fact that the objective to reduce is hunger by half 2015 is not often. We need to go further. Economists are often too often too far from the realities that exist on the ground.

In Senegal, the government has yet to solve issues of improving agriculture in the country. If we are to address poverty, you must address the question of agricultural since it is the rural populations that experience poverty and food insecurity. The market may be full of food, but if people don’t have the money to access this food, then the market is ineffective. People have the right to choose their own food, which is why food sovereignty is so important. And the G8 needs to consider this solution, especially the context in the Global South and the local experience of the people. The politics in the North can create solutions but it can create problems, as well. We need to work to minimize the problems.

Dame Sall, directeur général du Réseau africain pour le développement intégré (RADI) a présenté aux délégués certains enjeux qui se posent aujourd'hui aux paysans du Sénégal.

En 1996, il y avait 827 millions d'affamés dans le monde.En 2000, les objectifs du millénaire voulaient réduire de moitié ce nombre. Aujourd'hui, qu'en est-il?

Le monde produit assez de nourriture pour nourrir 12 milliards de personnes, selon Dame Sall. «Pourquoi avoir fixé un objectif aussi modeste? On peut certainement faire mieux.» Le Sénégal a un taux de pauvreté énorme. 52 % de la population vit avec moins de 2 $ par jour. Les pauvres habitent en majorité les régions rurales. L'insécurité alimentaire y est persistante.

La souveraineté alimentaire fait appel à une question de droits. Droit de choisir, pour des États ou groupes, leurs propres politiques agricoles et droit de choisir, pour la population, la nourriture qu'elle consomme.

Aujourd'hui, dans le monde, compte 854 millions d'affamés, rappelle Dame Sall. «Pour débloquer le développement au Sud, il faut nettoyer les politiques au Nord».

Dick Mynen here, coming from inside the room at the AOA. What a wonderfully inspired group this is. As a new member of the national council, it’s hard to imagine a better way to bring the voice of BC to Development and Peace than to be part of a meeting where people from across the country and the world are coming together in person here in Montreal as delegates and more importantly from the blog site, emails, prepared submissions and from video feeds right across the country.

This is truly is a National Assembly, where the voices of our grass roots are shaping our thoughts and focusing our discussions on what the people are saying. The issues of our roots, faith, branding, education, the environment our ecology, and at the fore front, the people of the global south whom we are here to serve. They, we, are all part of the conversation while change is everywhere around us and within us.

At all the Regional Assemblies, we asked members to record messages for the delegates of the Orientation Assembly. After listening to all the messages from across the country, some common ideas and themes have emerged. Here are some of them:

The immersion trips are very important for creating solidarity between D&P members and our partners in the Global South;
There is a need to work more actively to reach people who are not very active with their Church but who share our values;
To have more materials available would be helpful to get D&Ps work made known;
There is a need to get the word out more about D&P;
D&P needs a clear identity and branding;
D&P members could benefit from training as advocates for our causes;

Thanks for posting the heart warming message from Luis Arriaga Valenzuela from our partner in Mexico, Centro Prodh. It is so important for us to hear from our partners and, about their work to enable us to be in solidarity with them realizing the importance of our collaboration. We learn a great deal from our connections with such groups and have a better understanding of the overwhelming need there is for people everywhere to struggle for structual changes that bring dignity to all. We are called by God in a particular way to be in communion with our sisters and brothers who are facing social repression, poverty, lack of adequate food and who lack basic human rights.

Each of us has our part to play in this struggle and we are thankful for our many partners throughout the world who continue to provide support to those with the greatest need. May God continue to bless them and keep them safe.

Here are some key points from his message:

In the five-year planning being done in line with our CIDA application, we are guiding not by trying to receive money, but to ensure continued support to our partners.

Our approach is to work with local people because they are the main actors in development and this key for sustainable development.

Our work aims to empower the poor. We want to create prosperity, and by this we mean a well-being that comes from human dignity and beyond meeting basic fundamental needs.

We are trying to address the structural issues that create poverty. For example, this means going beyond building schools, but showing that schools are properly funded by their governments, are teachers well-paid, etc.

The theme of environmental justice stems from our roots as a social justice organization. We don't aim to become an environmental organization, but to address environmental impacts on people, specifically the poor.

To achieve this we will work with labour groups, women's groups, community radio stations, human rights groups and environmental justice groups.

Luis is Executive Director of the Centro Prodh, a human rights centre in Mexico and a D&P partner. He sent us a special message for the Orientation Assembly:

"PRODH was founded in 1988 by members of the Society of Jesus in Mexico, as a response to the climate of increasing state repression against social activists, Church leaders and political dissidents. The Jesuits created this centre as a means of fighting for the human rights of the general population, which at that particular time, was experiencing great suffering under an authoritarian regime.

Centro Prodh's core value is the belief that the dignity of each human being is in the image of God. Its members, however, work actively in a broad spectrum of many different, and iften overlapping, sectors of our civil society.

Thus, any act violating this dignity, perpetrated by government officials, is an act committed against God and, as such, carries repercussions. Our work focuses on protecting the dignity of all human beings, most specifically, the dignity of those who are most excluded from our society: women, indigenous peoples, migrants and victims of social repression. Through their generous support for the type of work we do, institutions such as Centro Prodh and D&P contribute tot he advancement of structural changes towards the elimination of discrimination in Mexico and a society allowing its people to live in dignity in the full enjoyment of their human rights.

This is the cause we are championing and this is why we would like to thank all the volunteers of D&P for their important work on behalf of human rights. More specifically, we thank them for supporting noble causes, such as those espoused by the Centro Prodh, which aim to build a world of great humanity, brotherhood and equality to all."

Orientation Assembly underway

After a warm welcome from D&P President Pat Hogan and the introduction of this weekend's animator D'Arcy Martin, the assembly is now underway. D'Arcy is a longtime collaborator of D&P and his links with us go back to the 1970s. He is an adult educator and social activist and it is our pleasure to have him with us this weekend to guide through the many topics and issues that we will need to address this weekend.

The room here is packed and everyone is listening attentively to the messages sent from the Regional Assemblies. There are great ideas being expressed from embracing environmental justice to considering other areas to explore such as human trafficking, but with the caveat of always staying true to our mission of addressing poverty and injustices in the world. Après la lecture de tous les documents d’études émis sur le sujet, voici mes commentaires. Les sujets qui ont retenu mon attention sont :

La pauvreté dans le monde et spécialement dans les pays du Sud avec qui nous collaborons à augmenter le niveau de vie. Il est inconcevable qu’encore aujourd’hui des gens meurent d’une insuffisance alimentaire pour bien se nourrir. Les pays hautement industrialisés sont préoccupés à toujours accroître la productivité pour mieux consommer et tenir un standard de vie élevé. Cette consommation à outrance ne mène nulle part sinon à détruire notre planète.

Il faut revoir le fonctionnement de notre système économique basé sur la consommation et non sur les besoins réels de la personne.

Lors de la crise économique, des milliards ont été dépensés pour remettre le système en marche. Quand nous faisons face à une crise, il faut éteindre les feux. Nous n’avons pas le choix mais après, une réflexion s’impose.

Il faut revoir nos critères de développement et les baser sur le bien-être de la personne et de son environnement.

La personne a besoin de manger, de boire, de se loger, de s’habiller et de sociabiliser. L’être humain est un être sociable. De plus, dans toutes sociétés, la croissance spirituelle est un élément important à respecter.

C’est par un nouveau plan de développement que nous devrons voir à combler ces besoins pour les personnes des pays du Sud avec qui nous collaborons. Dans l’application de ce plan, le respect de la terre devra toujours faire partie de nos préoccupations.

Pour se faire, voici selon moi les sujets que je favorise pour la prochaine étape 2011-2016 :

- Établir des liens solides avec les autorités de l’église catholique pour une action concertée.

- Établir des liens avec les fonctionnaires et la ou le ministre de l’Agence Canadienne De Développement International (ACDI).

- Établir un plan de développement pour les pays du Sud avec les gens du Sud et du Nord en tenant compte de la personne sans oublier les préoccupations de l’environnement.

- Aide monétaire pour les pays du Nord au développement des pays du Sud par des entendes dialoguées et sans confrontations.

Début du plan de développement en établissant des priorités : établir un climat de paix, gérance des sommes obtenues, de l’agriculture et de la souveraineté alimentaire, de l’eau saine pour tous, éducation pour tous, santé, exploitation des richesses naturelles.

A quelques heures de l’Assemblée d’Orientation Alternative 2010

représentante du Québec à l’Assemblée régionale Québec Nouveau Brunswick

Je suis engagée dans le mouvement Développement et Paix depuis une vingtaine d’année, convaincue que cet engagement m’aide à devenir une meilleure citoyenne du monde: mieux informée, plus conscientisée, plus solidaire et bien ancrée sur les valeurs de l’Évangile.

En préparation à l’AOA, j’ai participé à l’Assemblée régionale Québec Nouveau Brunswick, j’ai revu tous les documents qui nous étaient proposés et j’ai discuté avec quelques membre du Conseil diocésain de Gatineau. Nous sommes bien conscients des défis que nous aurons à relever, dans le contexte social, politique, économique et religieux aujourd’hui.

C’est un moment charnière et je crois que nous avons en main des grilles d’analyse pertinentes, des partenaires extraordinaires dans le sud et tellement de belles expériences terrain qui auraient besoin d’être mieux connues, et des membres avisés et généreux qui nous encouragent à aller de l’avant.

J’ai vu à l’Assemblée régionale que nous tenions haut et fort à notre option préférentielle pour les appauvris, que nous désirions garder le cap sur notre mission et que nous n’étions pas prêts à faire des compromis sur nos activités de plaidoyer même dans un contexte politique et religieux difficile. Pas question de baisser les bras. L’intérêt et l’enthousiasme des jeunes membres est une véritable force. Parce que je crois que cet engagement ne peut qu’être intergénérationnel .

Bien que j’ai trouvé difficile l’initiation au blogue, ce sera certainement un atout pour diffuser plus largement l’information et permettre aux échanges de continuer pendant et après l’AOA dans toutes les régions.

Je vous remercie de la confiance que vous me faite en me déléguant à cette assemblée; et continuons la discussion.

C'est avec joie que je représente les jeunes francophones (18-35 ans) du Canada pour l'AOA, en compagnie de Fanny Leblanc. Cela fait maintenant un an que je suis élu pour cette même responsabilité au Conseil national. Je suis impliqué dans l'organisme depuis 2005. J'ai commencé au sein du groupe de l'Université Laval pour ensuite connaître divers lieux d'implication, avec des groupes de jeunes , dans des paroisses et avec le Conseil diocésain de Chicoutimi. Mon expérience avec la Nuit blanche solidaire m'a permis de connaître également la réalité des adolescents. Je crois avoir une bonne vue d'ensemble du contexte québécois francophone dans lequel évoluent les jeunes pour pouvoir bien les représenter, que ce soit urbain, rural, proche ou plus éloigné de l'Église.

Bien que la réalité des jeunes francophones peuvent varier d'un province à l'autre, je suis toujours ouvert à vos commentaires et suggestions. Développement et Paix, autant au nord qu'avec ses partenaires du Sud aura beaucoup de défis à relever dans l'avenir... Des thèmes très intéressants ressortent déjà, notamment par l'option préférentielle pour la terre, que nos partenaires affirment aller de plus en plus de pair avec l'option préférentielle pour les pauvres.

Nos liens avec le gouvernement et les évêques, ne semblent plus être les mêmes qu'auparavant. La réalité de l'Église catholique au Canada est toujours changeante. Elle n'est déjà plus la même qu'il y a 5 ans. Comment allons-nous réagir à tous ces changements?

Bref, des défis stimulants qui peuvent nous centrer toujours plus sur nos lignes de forces, sur notre mission d'origine et nous relancer avec une intensité renouvelée. J'ai bien hâte de vivre cette assemblée d'orientation alternative! N'hésistez pas à me contacter.

Je suis vraiment honorée d’avoir été choisie pour représenter les jeunes francophones impliqués à Développement et Paix. J’ai débuté mon implication en solidarité internationale il y a plus de 15 ans et je suis à Développement et Paix depuis 7 ans. Dans le cadre de mes études au baccalauréat en service social, j’ai réalisé un stage au bureau régional de Québec de Développement et Paix en 2002 et depuis je ne peux plus m’en passer! J’ai eu l’occasion de participer à différents projets et d’avoir diverses responsabilités. J’ai entre autre participé à un séjour d’immersion jeunesse de l’organisme au Guatemala en 2004 et représenté Développement et Paix lors du Forum Social Mondial de 2005 à Porto Alegre, au Brésil.

Je suis consciente du défi que représente ma participation à l’AOA car les façons de s’impliquer chez les jeunes divergent d’une province à l’autre. Mais sachez chers membres francophones des autres provinces que je suis très ouverte à recevoir vos préoccupations et suggestions et que je m’engage autant que possible à me familiariser avec vos réalités. As the OA which many of us have been preparing for is approaching, I cannot help but experience rich mixed emotions and feelings; enthusiasm, determination, eagerness, yet all accompanied with anxiety and tormenting self pressure to remain up to my responsibilities as a delegate.

Foremost, I would like to thank the Alberta/Mackenzie-Fort Smith team one more time as they put their trust in me to be in this position and for their much appreciated help in my preparation the upcoming OA.

Je ne peux que m’impatienter à l’idée de rencontrer tous les participants qui prendront part à l’Assemblée d’Orientation. Je suis convaincue que l’on apportera tous des perspectives et des idées variées qui dans l’ensemble ne feront qu’éblouir tout le processus ainsi que le travail que Paix et Développement entretient ici au Canada et dans le monde entier.

Although I anticipate heated debates, I feel that this is a necessary process in a democratic organization such as Development and Peace and I am confident that all will be settled in a democratic and fair manner as well. Much will have to be decided upon but let’s all remember that the direction we aim to take is one of justice, love and peace for the whole of humanity. Whatever it takes, whatever needs to be sacrificed, let’s make the right choices.

Lundi soir dernier, les jeunes francophones ont tenu une conférence téléphonique afin d'échanger sur certains éléments en lien avec l'AOA. Les représentants qui seront sur place à Montréal, Jean-François Langlais (représentant au conseil national) et moi-même, Fanny LeBlanc (déléguée des jeunes francophones) avons pu prendre le pouls des jeunes sur les différents thèmes du plan stratégique afin de nous préparer à les représenter adéquatement.

J'ai vraiment hâte de tous vous rencontrer! Je suis vraiment heureuse d'avoir été choisie par mes paires et je ferai tout ce qui est en mon pouvoir pour bien les représenter. A bientôt, See you soon!

AOA 2010 - dans 12 jours

Avec l'AOA qui approche, tout commence à prendre forme. Les délégué-e-s ont tous et toutes reçu confirmation et invitation formelle. Une ébauche de l'ordre du jour a été circulée à tous ceux et celles qui seront présents mais aussi à ceux et celles qui suivront le tout à distance. Les gens se préparent en lisant les documents affichés sur la page sécurisée et plusieurs en discutent entre eux ou avec des membres de leur région. Les conférenciers peaufinent leurs présentations.

Notre animateur réfléchit au format des discussions, pendant que le personnel s'occupe à régler et préparer tous ces petits détails, l'installation de la salle, la logistique des pauses, le matériel à être distribué sur place, les détails techniques de communication et tant d'autres petites questions qui ne sont connues que par ceux qui travaillent en coulisse.

Surtout, nous pensons à Développement et Paix et nous avons le regard tourné vers l'avenir. Nous sommes habités par des questions et les défis qui nous attendent mais aussi par l'espoir et l'excitation qui en font partie.

AOA 2010 - 12 days to go

As we get closer and closer to the AOA, things begin to take shape. Delegates have been confirmed and contacted. A draft Agenda has been circulated to those attending and those participating from afar. People are preparing for the meeting by reading the documents that are posted on the secure website and some are discussing it all with members in their area. Speakers are reviewing their presentations.

Our facilitator is busy organizing the format of the discussions, while staff is preparing all the small details, the set-up of the meeting room, the breaks, the materiel to be shared on-site, the technical details regarding coomunications and so much more that goes on behind the scenes.

Most of all, we're thinking about Development and Peace and we're looking towards the future, with questions and challenges, but also with hope and excitement.

Larry has been chosen to be the Ontario delegate at the upcoming AOA. Larry is currently the diocesan chair for Ottawa (English). Larry has worked for many years for Development and Peace, Kairos and many other social justice groups and causes. As a former teacher, Larry has a great deal of experience working with young people. Larry presents to students and adults on a regular basis on issues related to Development and Peace.

Larry will be communicating with Ontario members throughout the AOA through the new communication tool recently developed for Ontario members. The Ontario Development and Peace Ning Network is becoming a very effective way for members to keep in touch on issues like the AOA and the upcoming G8/G20 summit.

Newfoundland-Labrador Delegate to the OA Chosen

Susan Walp was chosen by the Newfoundland-Labrador Provincial Assembly as its delegate to the Development and Peace Orientation Assembly. Susan is originally from BC but has lived in Labrador City for the past number of years. She is the parish representative for the Basilica of Our Lady of Perpetual Help in Lab City and is in touch with other parish reps throughout the Labrador.

Susan writes this summary of the discussions at the N-L Assembly:

Introduction
The Newfoundland and Labrador Provincial Development and Peace meeting took place on 15 and 16 May in St. John's. There were about 20 of us at the meeting, most from St. John's Diocese. Three of us came from the Diocese of Corner Brook and Labrador. Nobody represented central Newfoundland [Grand Falls-Windsor, Gander, etc.]. Pat Hogan, president and our national council representative; Jasmine Fortin of Advancement and Danny Gillis, an animator for the Atlantic provinces, were there. Pat Kennedy is Rapporteur, and Synthesis committee consists of Danny Gillis, Pat Hogan, Pat Kennedy [also our newly-elected NC representative] and Susan Walp.

Section I: Development and Peace in the Church and in Canada
Facing the reality of declining church attendance, we need to find extra means of promoting our message. We were encouraged to hear of ongoing efforts by the Advancement Department in the way of direct mail and web-based information.
We hope that changes in clergy formation [in these post-Vatican II times] can help correct the questioning of Development and Peace's social mandate by some priests and bishops. After all, everybody agrees that clergy support is essential.
There is no doubt that a political element is part of social justice, of Development and Peace's work. None of us has expertise in this area, so we don't know how hard we should push political structures in order to get what we need, funding, for example. The most we could do was pass a resolution in favor of developing an advocacy policy.
Section II: Strategic orientations for international programs
Our meeting agreed that environmental issues must be included in our programs. Development and Peace already does that and should continue to do that. Although stating explicitly that we promote wise use of the earth's resources might draw in more people, we felt that it might confuse the issue. [One person asked, can you have two preferential options?] However, we should stress the fact that a "preferential option for the earth" is part of the "preferential option for the poor".
We considered dividing the environment theme into five sub-themes to be emphasized during five years, but none of us came up with any such "priority angles". In fact, we felt it would be better to leave ourselves open to cover separate issues within the environment theme as they arose during the five years. We felt it was very important to root ourselves in the spirituality of these interconnected themes when we launch our new program.
Final comments:
Our meeting felt that environmental issues should indeed be a part of our mandate, because they are integral to human rights. Development and Peace should continue to cover these issues without necessarily stating that we now have a "preferential option for the earth".
Evaluation:
The discussions we had during this meeting were valuable. Everyone seemed to listen intently and respond thoughtfully. I feel we honestly got some productive work done.

L’Assemblée régionale Québec Nouveau-Brunswick a été l’occasion de belles rencontres et d’échanges animés qui nous ont amenés à nous demander: Qui voulons-nous être en 2011-2016?

Nous avons davantage pris conscience de notre rôle prophétique et dérangeant dans l’Église et dans la société. Au fil de nos années d’engagement, nous avons appris à poser un regard critique sur nos choix de société et solidaire de ceux et celles qui en subissent les contrecoups.

Nous sommes fiers de nos expertises sociales et de nos expériences sur le terrain, au sud comme au nord, qui font de nous des gens qui ont le goût de l’avenir. Dans le contexte actuel, cela devrait nous encourager à défendre nos valeurs et nos couleurs, à développer davantage notre membership et nos stratégies de prises de parole.

Nous avons vécu un beau moment de militance intergénérationnelle. Et c’est très stimulant.

Manitoba selects Delegate to 2010 Orientation Assembly

Verden writes: I have been involved with Development and Peace for about ten years in two different parishes in Prince Albert Diocese and in St.Boniface Diocese. We discussed the Strategic Plan questions at the Manitoba Regional meeting in Winnipeg . The consensus of the meeting was that Development and Peace continues to advocate for the poor in the Global South and that we do not give up our autonomy. We must follow our mission statement supporting our partners in the third World in the pursuit of alternatives to unjust social, political and economic structures. We must also educate the Canadians about the causes of impoverishment of peoples and mobilize actions for change.

Nova Scotia youth rep chosen

SARAH CAVAN was elected by Nova Scotia delegates to the Maritimes Regional Assembly to be the provincial youth representative.

Sarah is a fourth year student at St. Francis Xavier University, majoring in English and minoring in religious studies. She hails from Metcalf, Ontario, and has been part of the Development and Peace Society on campus for the past two years. In 2008-09 the group was chosen the university’s Society of the Year.

Sarah’s activities with Development and Peace group have included organized the Fall Campaign, putting on a fund-raiser coffee house and working on the Song for Africa project which brought in a justice-themed film-maker to speak at StFX. Sarah is looking forward to attend the national youth leaders assembly in September.

BC/Yukon Delegate for AOA

Mike Rebstein:

Hello everyone, I'm the delagate for the BC/Yukon Region and look forward to the sharing of ideas and participating in the upcoming Orientation Assembly. I am a relative newcomer to D&P, having become involved only in the last five years.

I was born and lived in South Africa for half of my life before my wife and I, voted with our feet' and came to Canada during the apartheid era. At the time we did not see any hope of a change in government.

I was educated at a Jesuit school in South Africa and then at University in Capetown. I remember the police drawing a line across the road to prevent a student protest proceeding, and threatening to shoot anyone who crossed it. They would not have used rubber bullets so I 'get it' when D&P tries to address justice issues and not just charity. For example, we have some migrant labour problems in Canada while in Africa, mining is built on a system of migrant labour with the terrible AIDS problem partly caused by that.

In Canada I retired after spending most of my working life with a very large multinational (IBM - whose founder was a Quaker). This gave me a strong background in planning, which may be helpful to D&P.

I then made a life changing decision, and went to Regis College, the Jesuit-run college at U of Toronto, where I obtained a Diploma in Theological Studies. I just can't escape those Jesuits.
Through the influence of the Jesuits and my Parish Priest, I became very conscious of social justice issues in Canada and started a homeless shelter and a social justice group in my Parish in Markham. Regis College was across the street from the D&P office in Toronto, and that was my first contact with D&P.

When we moved to Vancouver, I became directly involved with D&P and have come to admire the work done throughout the Global South. I hope and pray that we can work together at the OA to set a path that will enable D&P to continue and to expand on that work.

Maritime regional meeting

The Maritime regional meeting delegates gathered at Villa Madonna near the picturesque Kennebecais River for our annual Regional Assembly. This was the first regional meeting for some members others were long time veterans.
On Friday evening we embarked on the first steps of our study of the issues that would provide our input to the 2011-2016 strategic plan.
On Saturday there was animated discussion on what it means to be a social justice movement in these times in Canada. While there appears to be many signs for concern we at Development and Peace are a people of hope and a prophetic voice.
There was general agreement that environmental issues form the basis of the new strategic plan. It was viewed as imperative that we focus on the social implications and continue to consult our partners for direction.
We enjoyed the presence of Gilio Brunelli, the director of International Programs at our meeting. His wisdom, experience and wit were valued. We tapped into his vast knowledge of Brazil for our upcoming exposure tour.
We are eager to hear the results of other Regional meetings and await the next steps in this innovative format for the OA .

Voici quelques suggestions de thèmes à prendre en compte pour l'ao de juin. Ces suggestions émanent d'échanges lors de notre réunion provinciale du Manitoba des 31 avril et 1er mai:

> le trafic humain [l'exploitation de la femme, en particulier] liée aux thèmes de la pauvreté et de l'environnement. Il y a un lien certain et souvent assez étroit entre ces trois composantes.

> le thème de l'environnement en est un auquel la jeunesse - et de plus en plus d'aîné(e)s sont de plus en plus sensibles. Ce thème nous a paru une bonne porte d'entrée pour rapprocher les gens des autres causes de la pauvreté.

> le problème de la faim est exacerbé du fait que de grandes surfaces des pays du Sud sont utilisées pour la culture des agro-carburants. Ce qui fait que la terre est employée pour nourrir les voitures et affamer de plus en plus de personnes.

What does it mean to be fully human? This is the essential question. Challenging all ordinary agendas, where business, politics, economies are separate forms of life. Charity and love – these have deep spiritual meaning. Charity here is love, not limited to what we give to the poor.
Benedict sees pop pro as his inspiration. Getting integral himan debelopment as the basis for his message.

POPULORUM PROGRESSIO
is the inspirational message for Caritas in Veritate.

How can people reach their full human potential. The risk of our time is social considerations are not part of human and economic development. Private interests and powers are being served instead of the needs of humans. Development must be linked to an ethical framework.

Justice is inseparable from love. Charity and truth as witnessed by Jesus are the primary driving forces leading people to act in justice and faith, All persons have a vocation to pursue integral human development for themselves and others.
First, a vision of faith – love is at work in the development of the human being. It is the driving force for human development. Love is enlightened by faith and reason – love is proven by action.
Self-giving in essential in sustaining a civilization . We are made to give. Here the logic of gifting replaces the logic of the market. It is contrary to putting a price on everything. The root cause of our current crisis is the inability to give and to give freely as an expression of friendship.
Benedict writes about the need for market regulation to regulate the economy (with teeth). Free market system is marked by grave failures and needs to be retooled at the international level. We are faced with the failure of profit system when economic goals are set without consideration for the needs of people. Corporations must have the welfare of the community at its heart. Human capital is the most important of all capital. Economies should not function while accepting a certain level of underdevelopment and unemployment.

Scandals of the widening gap between the rich and the poor. Huge profits are being made through speculation rather than actual production – Benedict deplores this.
Everything that harms human society harms the environment. Ecology cannot be taken as an independent variable. Social costs must be figured into the costs of production. We must also consider how the use of resources increases the gaps that exist in the world. How are the poor of the world going to have adequate sources of energy especially when it is becoming more expensive and rare?

Pro-life – pro integral human development. The only way to promote human culture is to promote the culture where every human is important.

God is the dynamic power of love that can transform all these relations. We can’t do just charity without social justice – we need both, we can’t do one without the other.

Caritas in Veritate – powerful warning, dangers of technology when unhinged from an understanding of the common good. We are charged to take up anew social justice, to put the health of the people ahead of profit, to avoid poverty and the indignity of unemployment.
The view now is that our economies are on track, but if the real causes of the financial crisis have not been addressed where are we? Have we addressed the inequalities and injustice of the current model. The long-term costs still face us. Personal debts, unemployment, collapse in countries like Greece, Iceland – few people have figured out why this is happening. New economies are not likely to embrace our broken system.

Little said in Caritas in Veritate of the long-standing changes that still need to be made; the transformations of hearts, minds and structures. Neo-liberalism will fail. What will replace it is a future challenge. This is more a statement of the threats that exists and a call for a new humanism. Others (like Development and Peace) are called to be more specific on what that means.
Love calls us to develop a new system with solidarity its most important feature. We must love each other or we will die.
Caritas in Veritate could be a powerful instrument for Church renewal in our times. Harness for good the energies of love – humanity will for the second time discover fire!

L'importance de participer à l'assemblée régionale

Pourquoi participer à l'assemblée régionale de Développement et Paix?

Pour demeurer dans le temps, il faut apprendre à s'arrêter. L'assemblée régionale, c'est un espace démocratique où, nous, les membres, nous avons l'occasion de réviser le sens de nos actions et explorer de nouvelles pistes d'avenir. Face à la conjoncture actuelle, celle du Canada, celle de notre Église et celle de nos partenaires du Sud, nous constatons l'importance d'investir dans les services d'animation et de l'éducation. C'est grâce à ses deux instances que nous pouvons former les membres aux nouveaux enjeux, sensibiliser le grand public et mobiliser la société civile. Ces deux instances nous aident à rester proche de la base.

Restons attentifs aux nouveaux défis auxquels nous allons faire face!

Mobilisons-nous pour le G8-G20!

Développement et Paix défend « La vie avant le profit ». Il faut rester fidèle à nos valeurs pour garder parmi nous nos supporteurs. Développement et Paix est une alternative aux idéologies capitalistes, néolibérales et de surconsommation. Nous devons dénoncer les problèmes et les enjeux mondiaux. La campagne d’éducation doit continuer et s’intensifier peu importe le gouvernement en place. Nos actions de plaidoyer sont importantes et doivent continuer.

Toutefois, je crois que dans la situation actuelle, il faut agir plus fortement. J’invite donc tous les membres de Développement et Paix et tous les gens qui supportent nos causes à être présents au G-20 à Huntsville du 25 au 27 juin 2010. Montrons au monde entier et à notre gouvernement que nous voulons qu’il agisse pour améliorer le sort de millions d’êtres humains sur la Terre.

Mon implication à Développement et Paix a débuté en 1998 en acceptant d'être responsable de ma paroisse. J'ai été aussi membre du conseil diocésain ce qui m'a conduite à la présidence en 2007. J'ai été déléguée par mon diocèse pendant plusieurs années à l'assemblée régionale Qc/NB, ce qui a été très enrichissant. J'ai toujours saisi toutes les occasions à ma disposition pour enrichir mes connaissances et mieux connaître l'organisme. J'ai participé très activement aux journées de formation de Développement et Paix lors des campagnes, j'ai aussi bénéficié de la formation des leaders de Développement et Paix et j'ai contribué à faire connaître davantage l'organisme dans mon milieu.

Je suis heureuse de pouvoir participer à l'AOA. Je suis convaincue de l'importance de l'événement pour les membres et moi-même. Ce sera sûrement une expérience très enrichissante qui aura des répercussions par la suite.

Développement et Paix dans l'Église

La discussion à chaud (buzz) que j'ai vécue ce matin à la suite de l'exposé sur Développement et Paix dans l'Église m'a fait du bien car j'ai réalisé que je n'étais pas seule à rencontrer parfois des obstacles ou de l'indifférence en paroisse. Par contre, il me semble que nous sommes peut-être peu conscients de notre rôle, faisons-nous assez valoir notre contribution à l'évangélisation au Canada, à la formation, au développement spirituel des croyants?

Nous offrons aux croyants de nos paroisses l'occasion de vivre leur foi en transformant le monde. De donner au prochain pour son développement intégral. De donner du temps pour les pauvres. Par nos formations, nous ouvrons leur coeur à une vision qui appelle la charité et la compassion. Par notre exemple, nous pouvons inspirer des vocations.

Quoi d'autre? J'ouvre la discussion et aimerais lire d'autres témoignages de ce que nous apportons dans nos communautés de croyants.

Rester fidèle aux valeurs d'origine de Développement et Paix

En ce temps où nous participons à l'assemblée régionale de Développement et Paix, nous vivons un moment privilégié en tant qu'organisation et en tant que mouvement. Ces espaces sont d'une énorme importance car c'est un temps pour mettre en pratique un exercice de démocratie, de collégialité, de consultation, de prise de conscience, de formation, de prière et de communion.

Je pense qu'il nous faut veiller à garder et à consolider tous les espaces de concertation, de partage, de planification et d'évaluation car il va de la vie et de la santé de notre organisation et de notre mouvement.

Dans nos discussions et nos réflexions se reflète la volonté de vouloir rester fidèles aux valeurs et principes évangéliques et de la doctrine sociale de l'Église qui sont à l'origine de Développement et Paix. Donc, la lutte pour la justice, pour la paix, pour le développement humain intégral (y compris le respect pour la Mère Terre et l'option préférentielle pour les pauvres) continuent d'être au coeur de notre mission; et aujourd'hui plus que jamais, il est important de vivre notre engagement, en suivant, comme Église, l'Esprit de Jésus: un agir prophétique, une foi, qui répondent à l'appel des souffrances, des luttes et des espérances des exclus, des appauvris de ce monde en crise.

Plus d'un milliard de gens souffrent d'une crise alimentaire qui pourrait être solutionnée si on ne mettait pas le profit à n'importe quel prix. Au Guatemala, Mexique, Salvador, Colombie, Chili, un grand nombre de communautés sont dépouillées de leurs terres par des intérêts locaux et les géants miniers. Leurs cris montent jusqu'à nous et nos coeurs sont ouverts à leurs clameurs.

Six Years of Service

Sylvia Skrepichuk has been a member of National Council for the past six years. After six years on the National Council, she will be moving on to new and exciting challenges.

Sylvia has been an exemplary member of Development and Peace's National Council. She has played key roles on the Executive Committee as secretary, the Youth Advisory Committee and the Theology Committee to name just a few. She has contibuted to liturgies at Orientation Assemblies, provincial gatherings and at National Council meetings.

She has had an important impact on the work of Development and Peace over the past six years. She has been an excellent colleague and mentor to other members of the council. She has stayed very involved in the work of the Diocesan Council in Toronto and is a fixture in the Toronto D&P office.

Come November, Sylvia will no longer be a member of the National Council, but she is truly a life-time member of Development and Peace. Her passion for social justice will keep her involved at all levels in the movement.

We are very fortunate to have such a wonderful, dedicated person working with us.

Thank-you Sylvia for your years of dedicated service. We look forward to discovering what your next project will be.

Nous sommes ici quatre jeunes de Développement et Paix de l'Université Laval et nous sommes très contents de pouvoir participer cette année à l'assemblée régionale. Merci aux responsables d'avoir choisi cette fin de semaine qui se situe après la période de fin de session universitaire.
Nous espérons toujours participer au processus de réflexion stratégique. Les jeunes de l'Université Laval désirent s'impliquer beaucoup plus et apprécieraient beaucoup que le comité responsable continue à tenir compte du calendrier universitaire les prochaines fois.
Une rencontre intergénérationnelle comme l'assemblée régionale reste une vraie source de réflexion enrichissante pour alimenter les actions et le devenir de Développement et Paix. Les idées qui ressortaient des ateliers et échanges réflètent exactement les préoccupations et les visions d'au moins deux générations sur les sujets présentés durant la fin de semaine.
Je souhaiterais dans l'avenir assister à une assemblée plus élargie allant des jeunes du cégep aux différentes universités francophones et des citoyens laïcs aux chrétiens pratiquants.

Merci aux membres du diocèse de Québec de nous faire une large place dans la délégation.

We have to remain engaged in the struggle for women's rights. This a long-standing principal for Development and Peace. We work with and for the poor. Following the preferential option for the poor we are called to work for better conditions for all people. There is less space for civil society organizations. Given the political climate, there are greater challenges for those who work for social justice.

There is an increasing need to advocate for the earth. We can say that there is now a preferential option for the earth. This represents a new direction for Development and Peace.

Within this context, there is opportunity for change. It is increasingly obvious that the current economic development system is failing people. We are charged with looking for alternatives to the current system.

Presentation by Michael Casey - Day II

This is the second day of the OPM. We will be starting with an address by Michael Casey, our executive director. Michael is talking about the challenges and the successes that Development and Peace is experiencing. One huge success is the Haiti collection. Development and Peace raised over $20 million - this rivals what was raised during the Tsunami.

What is different now is that we are being asked to play a leadership role in relief efforts amongst Caritas agencies. This is a new and exciting role for Development and Peace.

More on the challenges. We face financial challenges in the areas where we raise most of our money. Share Life, the major fund raising campaign in the Archdiocese of Toronto, we will be receiving significantly less money due to an overall fund raising drop.

Also, in Hamilton, parishioners were given a choice to donate during Share Lent to Development and Peace or to another Catholic charity. Together, this could mean a short fall of $500,000.00.

In other diocese, bishops are putting conditions on the collection, for example in Pembroke, the bishop will only allow funds collected to be spent in Haiti.

The second challenge - CIDA. We receive approximately $8.5 million per year from CIDA. We are now in the last year of a five-year plan with CIDA. The political climate is now more challenging. Last year, Kairos did not receive funding from CIDA. This was unprecedented and totally unaccepted. This was a political decision, this was not a decision following the due process outlined by CIDA.

It is unclear what will be the impact of Development and Peace's successful advocacy campaign on food, land and water. There may be delays in government funding due possibly to the higher profile that Development and Peace now enjoys.

Share Lent and CIDA represents 85% of our overall funding. We will have to work hard to develop and encourage our ouw social networks to support us in this time of uncertainty.

As a result, we will scale back on the upcoming orientation assembly. The assembly will be modified to reduce costs, but we will look for ways to encourage more participation through social media and through our regional assemblies.

Development and Peace advocacy - case study

Focus on Sault Ste.Marie – School Justice Walk - Rose-Marie Valade
Huron Superior Catholic District School Board. Twenty-one schools and the school board participated in a Justice Walk on April 28. Each school had its own walk and a designated time for the walk. The initiative was initiated by the board’s Focus on Faith committee and was fully supported by the Director of Education. Rose-Marie adds that Huron Superior is creating a ‘culture of justice’ within its schools. Students from kindergarten to grade 12 participated in the walk. Students developed materials and conducted research on countries supported by Development and Peace. Rose-Marie adds that it is essential for Development and Peace to develop materials for young people. Students also produced a DVD of the materials of the work they have accomplished.

Dave Mayberry – Foodgrains Bank. Brief introduction on role of the Foodgrains Bank. Bank used to collect resources for use in the Global South. Also act as a resource for schools, etc on issues regarding hunger. Owned by members of Churches in Canada. Issues of food justice – people going hungry because of the way we treat people, not because of natural causes. They look at government policies and trade policies. I have been involved with Development and Peace for 30 some years in 2 parishes and at the Diocesan level. Any time spent with D & P is time well spent. I was very pleased to attend the Regional Assembly which was so well hosted by the Saint John Diocese. The prayers and Liturgy were thoughtful and beautifully presented. The Strategic Plan was sent out in time to be reviewed individually as well as at the Regional Assembly. We all appreciated Gillio Brunelli's presentation and company as well as Cathy Holtmann's study "Social Action as a Factor in Women's Religiosity" As usual at D & P meetings we enjoyed being together.I look forward to attending the Alternative Orientation Assembly in June.

Greetings to all Development & Peace members in Saskatchewan-Keewatin-LePas! My name is Hélène Tremblay-Boyko and I am delighted to have been selected to represent you at our upcoming Orientation Assembly in Montreal. I have been involved with Development & Peace since I was a young girl, following my mother in her parish activities. As a new teacher, I found much to contribute to my classes at a Development & Peace gathering in Montreal in 1977-78. I was re-introduced to the organization some 15 years ago and have been active at the parish, deanery and diocesan levels. By far, the most moving experience was an exposure tour to El Salvador that I participated in along with my husband. Our visit with partners there was such an eye opener, particularly the farming community organizations. My work with Development & Peace has always been enriching and empowering, as I continually discover new things about myself and my ability to advocate for others. I look forward to meeting with many of you at our upcoming regional meeting in Saskatoon.

Saskatchewan-Keewatin-Le Pas

The Saskatchewan-Keewatin-Le Pas region met in sunny Saskatoon on Saturday, April 17 at Holy Spirit Parish. We gathered as a CORE group two weeks ahead of our Regional Assembly in order to allow a day to devote our full attention to the task at hand. We were happy to be joined by Isabelle Kim, assistant education director based in Toronto.

There were 25 people gathered for the day. Discussion was animated with many ideas coming out of reflections on the present situation of Development and Peace and its future orientation. There was a general affirmation of the ecological focus for the next 5 years as long as it is in the context of 'People First' and stays true to Catholic Social Teaching.

The use of technology in the form of the 'flip' camera allowed for a synthesis of the day in the form of a verbal, instead of written report. It created some focus for everyone as we strove to come up with some key outcomes from the day. We wish the other regions well as they enter into their discussions for the AOA and look forward to hearing what comes out of the various areas.

Five regional meetings to come

Next week-end, Development and Peace members from Atlantic Canada will be gathered in their annual regional meeting. On the agenda, the next Orientation Assembly in June and the choice of a regional delegate to attend the meeting to be held in Montreal. The following week-end (April 30^th, 1^st and 2^nd of May), members from Ontario, Manitoba as well as Québec and Francophone New-Brunswick will be holding their regional meetings as well. Finally, on May 15^th and 16^th, members from Newfoundland and Labrador will wrap up the process with their own regional meeting.

Enfin, les 15 et 16 mai, ce sera au tour des membres de Terre-Neuve-et-Labrador de tenir leur assemblée régionale.

BC/Yukon Regional Assembly Recap

Hi all! We are writing from the BC/Yukon Regional Meeting currently taking place in Sorrento, BC. It’s a beautiful space and it is good to be together again!

We have already been together for two and a half days and have spoken much about the Alternative Orientation Assembly (AOA). We are blessed to be joined by Siobhan Rowan (Education Department) and Jess Agustin (Program Officer for Asia). They have been wonderful resource people for us and we have already had time to share many stories.

Friday began with business and then quickly moved into a presentation from the Regional Team who traveled to Timor Leste in February – hopefully you followed the blog that was put together on the exposure tour. If you haven’t, I would encourage you to take a look! (www.timorleste2010.blogspot.com)

Today we spent the morning on the usual regional business and then sat back to hear from Jess regarding International Programs and the challenges of the world we are trying to work in. He shared with us some of the discussions that our International Programs Department is having and helped to set the stage for our work on the AOA.

Once we began our work, things became much more serious. It is challenging to put our thoughts into a few sound bytes. After much discussion and little debate we are hopeful for Development and Peace as we move into the next 5 years. We see this time as an opportunity. We are committed to continuing the work of growing – one of the groups stated that if we are not growing, we are dying. The image was that of a plant growing, not growth as defined by the corporate world. One of our youth stated, “When picking an issue, pick it so that it benefits who we want it to benefit/who needs it, not so that we acquire more members”. We recognize that we, as Development and Peace, offer something unique to our Catholic Church in Canada and we celebrate that.

We feel very strongly that the thread of ecological justice that has been present in our work, both in the work of our partners as well as our work in Canada, needs to continue. We look forward to the opportunity for our movement to be able to re-claim and remind Catholics that we have a beautiful Biblical language regarding the earth and creation. We recognize that it is difficult to pull out one thread amongst many interconnected themes, but we feel that again Development and Peace has something unique to offer. We bring a Southern perspective through our partners and their experiences, and we can challenge ourselves, our neighbours and our government to change our approach and be part of the solution.

This Regional Assembly understands that walking in solidarity with our brothers and sisters around the world includes speaking out about things that need to change here in Canada. We feel strongly that we cannot shy away from advocacy work and that we need to persist in being a prophetic voice if we are to truly live our mission as Development and Peace.

Despite the challenges ahead we are hopeful that we will continue to grow and that the Spirit who inspires us will also direct us. We pray for Development and Peace across Canada as we continue planning and moving forward into the next 5 years.
